how do I successfully use ibmtts with NVDA

They're the same thing, unless you mean specifically the IBM variant (ViaVoice 6.7)

It's quite bad. Jake's new site has it, originally compiled from an FTP that IBM still, somehow, has running after all these years.

The thing you're looking for is viavoice700, near the bottom. There's two of them. I don't know what the L does, or what all language it has, but I assume it's only the formant voices. The 7z file is 9.6 GB, it's got the concatenative voices. If you toggle IBMTTS to 22 kHz in English and select rocko, you get a concatenative voice, one of the early attempts at the modern voice of Watson.

Now I have installed this, but when I select the IBMECI.dll-file, it tells me that this is no IBMTTS-Library. Which file to select?

Probably because its not compatible with that older technology. That's just a theory of course. I didn't notice it being higher, just not very good sound. I don't know if that's a difference in the add-on source I use.

Ok so, what am |I gonna do with those bins and why are they so extremely big? Like how can I change the khz thing. This is not for nvda I mean, is it. But installing the exe now

Now it's working, but I think it's strange that when I have the Samplerate on 11 kHz I have Eloquence, and on 8 kHz I have other voices, but only for Reed and Shelley (German).

ViaVoice has sepparate voices for their tellephone quality and the add-on's basically like OK use this one but yeah, that's supposed to happen
