Hello. So, I have been looking and looking at the code for the IBM TTS NVDA add on, but I can't figure out how to change the sample rate, or make it higher quality. What I'm trying to do, is make it sound like Eloquence on iOS 16 beta 5 or Android 4.4. So if anyone knows how to do this, please let me know.

Changing the sampling rate higher than 11 kHz only works with IBM Viavoice, not with Eloquence. Just install the appropriate viavoice runtime and then you'll be able to select your desired sampling rate from NVDA's speech settings.

Unpack the jar files with e. g. 7-Zip.

How do I get to that webpage?

This is IBM's FTP server. Copy the link and paste it either into Windows Explorer address bar or use a dedicated FTP client like Filezilla. Some web browsers still might also work.

Explanations are in post 2 too. You can unpack the archives with 7-zip or any other archiver supporting JAR files. Inside are usual windows setup files.

After installing the desired runtimes, open NVDA settings and go to IBMTTS page, then change the library path. The file you need is located at "C:\Program Files (x86)\ViaVoiceTTS\ibmeci.dll". Note that you cannot use the function to copy the libraries into a NVDA addon, this won't work.
