I plan to create programs for Elten. How exactly would I go about submitting them for use by any user?

As stated on Github, the exact rules of signing, publishing etc. will be provided amon with Elten 3.1, probably next year. But you can now test them, build eltenapps to run from developer mode or contact me directly if app is completed, interesting and worth publishing.
