I don't know if 1428 counts as offline game though, since it requires steam. But it's a very good one.

In this case, I believe the term 'offline' means without multiplayer. So if 1428 doesn't have any multiplayer components, it should be fine. I'm not sure what the system requirements are, though.
TBH got bored of most offline games these days to the point that I started working on a small command line crossover game based on book characters and such, a good python practice, as well as takes all my free time if I'm not working to finish university stuff or studying for exams
