I'm using RadioCaster by DJSoft.net as streaming client. Some buttons are not labeled, but most of the UI is fairly accessible. As a free solution you could try to find the no longer developed Edcast/Edcast reborn, which however isn't available officially.
Icecast mountpoints usually are created directly by the streaming client.

No, you only need to do this if you want special settings for a mountpoint, e.g. a different source password, restricted listener access or fallback settings. If the mountpoint should use global icecast settings you simply can automatically create it using your broadcasting client.

yes. Unfortunately, i still didn't find any source cliend. Altacast don't allowes me to enter an ip or serverhost, which is pritty bad after all and the rest is either not for windows or not free.

So... New question. I've been using Altacast for about a day and it's doing weird things with the MP3 Encoder. There's a slight crackling noise in the background and I can't seem to get rid of it. I've tried everything, including re-installing the program, deleting the lame encoder and getting a new .dll file, and so on. The same problem was present when using edcast, which was the entire reason I had to switch.
