creating a blog

so I have noticed that a lot of people hve creted blogs. How would you go about doing this

I think you need to go to blogs>managed blogs, then control n, and that key works for most cases, new thread, new whatever thing
I had ishue's a while back creating mine so I understand why you ask, but you have to go to managed blogs first and then it works, from there you can configure it however you like
