It's legal, just because it's using a torrent protocal doesn't meen it's eleegal content.
You can find it if you google for the program, it's an old way of sharing folders with other computers.
You enter this key into the program, select a folder where to save it and then all computers connected to the same key will upload the files to your pc.

And that, is why you shouldn't do this.
