Use pure FTPD and make a guest account on the linux server that can't access other's home dirs, job done.

If you want SFTP, then create a normal user with adduser and look up how to restrict the user to a home directory and you're done, SFTP can be used straight out of the box.
aah. so just add another hol user name to the system, and restrict its access to only, the public folder for example?

yep. i just did sudo adduser guest, and typed the sudo password, and now i'm trying to configure it to only have a spasific folder access

hmmmm is the sftp usable from windows explorer? i think not. you must install swish or other sftp client.
